The Washington Heights Business Improvement District (BID) seeks to engage an accounting firm to prepare an annual financial audit as well as quarterly accounting reports.

• The annual financial audit serves to verify the bid’s reported revenues and expenses for the fiscal year ending June 30. The annual financial audit report should include a management letter evaluating the bid’s internal management and accounting controls as well as 1) statement of revenues and expenditures; 2) statement of changes in financial position; and 3) statement of changes in fund balance.

• Quarterly financial reports include expenditures in all service categories as well as a breakdown of administrative expenses. In addition, the reports will show quarterly budgets, cash flows and cash balances.

Services rendered under this agreement include the annual financial audit for the period from July 1, 2009 to June 30, 2010; and quarterly accounting reports for the three-month periods ending September 30, 2010, December 31, 2010, and March 31, 2011, respectively.

The annual financial audit must be complete and submitted to the BID by September 30, 2010. The quarterly accounting reports must be completed within 30 days of the end of the quarter (October 30, 2010 for the quarter ending September 30, 2010, January 30, 2011 for the quarter ending December 31, 2010, and April 30, 2011 for the quarter ending March 31, 2011).

Work expected to complete the above services will include review of BID files, as well as follow up discussions with BID staff and board members. The selected firm will also be expected to present their audit findings at a BID board meeting.

All submitted bids should be broken down in such a way as to reference the costs associated with the annual financial audit as well as the quarterly accounting reports (payment will be issued following the completion of each work product). The bids should also reference any fees (hourly or otherwise) and work that would not be included in the submitted bid.

The contract to be formulated will be for work through completion of the quarterly accounting report for the period ending March 31, 2011; and is renewable on an annual basis by mutual agreement of the BID and the selected accounting firm.
